The Government Administration Service Centre (COAR) is a budget management institution established to ensure the implementation of public tasks for the Chancellery of the Prime Minister. In addition, COAR conducts business activity – the recipients of our services are both public and private entities, is the Central Contracting Authority for government administration units, operates based on the highest standards in servicing public entities, has a legal personality separate from the State Treasury – acts on its own behalf
Expectations
Due to the tasks performed by COAR, it became necessary to computerise the risk management system. The organisation was particularly interested in a unified reporting model for the register of risks and opportunities. On the one hand, it was intended to ensure faster data analysis and easier decision-making, and on the other – increased organisational resilience. Our company offered the erisk tool that fully met these expectations. The advantage of the PBSG offer was that the software had been successfully implemented in many public institutions. Moreover, it is flexible, with the possibility of adaptation and further development. On top of that, COAR could count on the full support of our consultants at all stages of implementation.
Solution
The aim of the project was to implement a risk management tool and organise processes. A huge advantage of erisk software is its flexibility – this provided COAR with the basis to further improve its processes and build a resilient risk management (ERM) system. We provided a fully configured database that allows for operational risk analysis, reporting of incidents and violations, and downloading dedicated reports.
Thanks to training in the use of the erisk tool, employees not only learned how to use it on a daily basis, but also refreshed their knowledge of risk management. We made sure to provide both technical and practical knowledge. As a result, employees are able to manage the tool themselves as substantive administrators. They also received supporting materials that they can use if necessary.
The client particularly appreciated the unified reporting model and the improvement of the entire process. As a result, the team dealing with this area has less workload; it also more quickly notices situations when the risk exceeds the acceptable level and takes actions that translate into risk minimisation.
We designed a database
First, we developed a database design. Among other things, we defined the structure of forms necessary to manage risks, including unacceptable ones. We prepared scripts and prompts and completed the necessary libraries of organisational units.
We implemented and configured the tool
We adapted the erisk tool to the client’s requirements and the specific nature of its business. For this purpose, we carried out the necessary work related to the configuration of the database and implemented the risk management system methodologies indicated by the client.
We created reports
An important stage of the work was the creation of e-reports. Automatic reminders contribute to streamlining the risk management and supervision process. They make it easier to monitor the level of risks and you can react faster if any of them exceeds the acceptable level.
We have conducted training and workshops
We not only provided a personalized tool, but also trained people who will use it on a daily basis. We took care of knowledge transfer by conducting workshops on how to use the tool, providing teaching materials and instructional videos.
